How do WE create a West Elgin for everyone, while preserving what WE value most?
WE need to think ahead. WE need to plan for it.
Getting ahead of social, built and environmental change takes professional planning and public participation. WE call it WE Plan.
WE Plan is a land use planning project that will inform and create the new Official Plan for the Municipality of West Elgin — the roadmap for growth and development for the next 25 years. Meaningful public engagement is an important part of our journey.
What is an Official Plan?
An Official Plan is created under the authority of the Planning Act and provides a long term vision for land use, growth and development. The Official Plan will act as a tool to help guide infrastructure investment and to attract private sector investment in the Municipality of West Elgin.
The Official Plan is the strategic document that guides our community’s growth and development. The Official Plan impacts how and where WE will grow. It considers our unique, local needs and guides how WE will work towards a vision for our future.
Why do WE need a review?
In accordance with the Planning Act, municipalities are required to review their Official Plans every five years to determine whether updates are required to the Official Plan to address prescribed matters and any directions set out in the Planning Act.
Municipalities are also required to review their Official Plans following the approval of an upper-tier official plan within one year of their approval to ensure that the local Official Plan conforms to that of the upper-tier.
How does it work?
The project is broken down into four main phases outlined below. The Dillon Consulting Limited team will be working alongside the Municipality’s staff to complete the WE Plan project.

As the WE Plan project continues, this page will be updated to include copies of reports and draft policies, as well as information about upcoming community consultations and meetings.

WE Plan Council Adoption |
The consultant for West Elgin (Dillon Consulting) has completed a final draft of the Official Plan and will be presenting it to Council on: Thursday, April 13, 2023 at 9:30am. Council will be asked at the meeting to consider adoption of the WE Plan in order to move forward to the next step, Public Engagement. The municipality and consultant will then be undertaking consultation with a number of groups including West Elgin residents to get feedback on the Plan prior to its final adoption by Council and subsequent review and approval by the County of Elgin.
