A consent (severance) application is required to create a new lot, add to an existing lot or give the right to use part of a lot.
Elgin County Land Division Committee is the approval authority for consents. As of October 16, 2024 all applications proceeding to the County will require submission of a Pre-Consultation Form
West Elgin Council is also required to provide a recommendation to the Elgin County Land Division Committee for consents, as a commenting agency consultation with the municipality is also recommended to outline any requirements that West Elgin may require as conditions of approval. Application for Consent:
You are required complete and submit the Elgin County Land Division Committee Application for Consent to the Secretary-Treasurer of the Elgin County Land Division Committee. The application fee is $1,350 payable to the County of Elgin. Please refer to the County of Elgin's website below for more details.

Once the application is received by the County of Elgin, West Elgin will be notified. West Elgin requires a review fee of $850 ($425 per additional lot) (see Fees and Charges By-law) in order to review and process the local municipality's interests in the consent application.

SEPTIC SYSTEM REVIEW & CLEARANCE
Please note that all applications for severance, where there is an existing septic system on the property, must have the system inspected by a licensed installer to ensure the system is functioning in accordance with municipal protocol. Both of the attached forms MUST be completed and submitted to the municipality for review and clearance as part of your application submission to the Municipality of West Elgin.
