You must have an approved building permit before installing a mobile home or park model trailer in the Municipality of West Elgin.
The mobile home or park model trailer must meet Canadian Standards:
- CSA-A277 or CSA-Z240 for mobile homes.
- CAN/CSA-Z241 Series for park model trailers.
Applying for a permit
Please send a completed Application for a Permit to Construct or Demolish, drawings and related documents to our Chief Building Official by email or at the front desk, at the Municipal Office, or submit thru Cloud Permit on line, to apply.
To issue your permit, we will need:
- A completed building permit application;
- All required fees;
- A site plan that shows proposed location of the trailer, including the distances to all structures, property lines, and overhead electrical conductors;
- Drawings or construction plans of the mobile home or park model (normally supplied by the manufacturer);
- Proof of CSA certification;
- An authorization letter that acknowledges you may apply on the park owner's behalf.
Make sure to provide the trailer foundation and anchorage details, including:
- Engineered anchorage designs for mobile homes;
- Manufacturer's foundation specifications for park models.
Mandatory inspections
After we issue your building permit, the building inspector must review several stages of construction. These stages will be listed on your permit. Your permit may have additional inspections depending on the scope of work.
The building inspector must be able to see the required parts of the work for the inspection. Any building elements that are covered before the inspection is complete must be uncovered and pass inspection before you can complete the project.

Site preparation |
The top soil below all column or pier pads must be removed and replaced with compact gravel that is leveled. |
Excavation/footing |
The site must be excavated before pouring concrete. The pier foundation holes drilled are inspected, which includes determining soil type and spacing between piers before pouring concrete. |
Occupancy/final |
The last inspection takes place after all anchorage details are complete and before the underside of mobile home or park model is covered with skirting. We inspect the CSA sticker on the unit, and to ensure that all exterior grading and exterior finishes are complete. |
